1) Irpef 2025: New rates and advances for next year
Irpef is regulated by Article 11 of Presidential Decree No. Law No. 917 of 1986 on the rules for calculating the tax due.
- 23 percent rate for income up to €28,000,
- 35 percent rate for income over €28,000 and up to €50,000,
- 43 percent for income over 50,000 euros,
As for 2025, the government has repeatedly stressed its desire to confirm the rules envisaged so far, But new measures are in the works, in light of the upcoming 2025 budget law.
The executive has anticipated, on various occasions, not least at the Telefisco 2024 conference, held on September 19, the supposed measures to reduce Irpef in a structural way.
Confirmation of the reduction of the peg and the IRB to three rates also in 2025 came from Economy Minister Giancarlo Giorgetti. Which in addition to the budget also works to complete the structural budget plan to be sent to the European Union.
Giorgetti indicated that there will be a serious budget law this year.

Based on the possibilities available through financial maneuvering, the government is studying the following:
- Change the second rate from 35 to 33 percent;
- Working in brackets, raise the second step to 60,000 euros.
